The UK faces growing competition for investment, talent and innovation. As technologies evolve and economic change accelerates, there is an increasing need to ensure that regulation supports growth rather than inadvertently holding it back. This has prompted renewed debate about whether existing regulatory frameworks are sufficiently agile, proportionate and responsive to the needs of a modern economy.
While effective regulation remains essential, concerns have grown that regulatory frameworks can become increasingly complex over time, with additional requirements, overlapping processes and expanding mandates creating unintended barriers to growth. At the same time, a culture of excessive caution can make it harder to take sensible risks, adopt new technologies and bring forward investment. The challenge is how to maintain high standards while creating a more agile and enabling environment for enterprise and innovation.
