Smarter regulation: encouraging innovation and managing risks

Regulation underpins public trust, economic growth, and the UK’s global competitiveness. But in an era of rapid technological change, regulators face the dual challenge of embracing innovation while safeguarding citizens, markets, and the environment. Traditional approaches, shaped by slow processes, complex rules and risk aversion, can struggle to keep pace with fast-moving industries.

Across sectors, regulators are exploring new ways of working – from adopting digital tools and data-driven insights, to experimenting with regulatory sandboxes and more adaptive frameworks. Yet balancing innovation with accountability, safety, and fairness requires fresh thinking and close collaboration between government, businesses, civil society and the public.

Smarter regulation is about creating a system that supports enterprise and investment without lowering standards. By modernising processes and embracing automation, regulators can reduce burdens, unlock growth, and deliver better outcomes, while still managing risks in a transparent and responsible way.
