The new procurement regime: innovation, implementation and impact

Public procurement is undergoing a major period of transformation. The Procurement Act has come into effect, a new National Procurement Policy Statement has been published and consultations on further reforms are planned.

This move towards a more transparent, accountable and flexible procurement system is a real opportunity for both government and suppliers. Government can ensure that the more than £300 billion spent annually on goods, works and services is supporting their Missions and driving economic growth. Greater engagement and the new Central Digital Flatform should make it easier for suppliers - particularly SMEs - to bid for work.

But this is a significant change. Government and suppliers will need to work together, ensuring that it is successfully implemented and recognising areas where the intended effects are not as expected. Furthermore, previous procurement problems - for example lengthy and rigid processes, limited transparency, and restricted SME participation - cannot be expected to disappear overnight. Building an improved culture will be crucial if the Procurement Act and NPPS are to be successful
