Over ruled: why Britain has too many regulators and what to do about it

Britain's regulatory landscape has become increasingly fragmented. Governments have repeatedly created new regulators to solve individual problems, but without managing the system as a whole. The result is unnecessary complexity, overlapping responsibilities, and growing costs for businesses and the public sector alike.

Over Ruled argues that the answer is not another one-off reorganisation, but a permanent system for managing Britain's regulatory landscape. It recommends creating a new Regulation Unit at the centre of government, requiring much more robust evidence to establish new regulators, and introducing a rolling programme of sector-by-sector reviews to simplify and consolidate the landscape over time.

Together, these reforms would create a simpler, more coherent regulatory system that supports economic growth while maintaining effective protections.
